Emmanuel Cloppet was born in 1979 in Lyon (France), he first obtained a Agronomical Engineer diploma from the Institut National Agronomique at Paris-Grignon, the leading engineering school of agronomy and biology in France. Graduation (Dipl.-Ing.): 2001. He obtained a diploma of Meteorology Engineer at French Met School, with a master degree on Ocean, Atmosphere and Environment (2002).

Since 2002 Emmanuel Cloppet has been the head of the national agrometeorological cell of Météo-France, the French meteorological institute. He is also the co-ordinator of all agrometeorological activities in Météo-France and is the official contact of Météo-France for a number of agronomic institutes or services of the Ministry of Agriculture. He represents France in the COST action on agrometeorology from 2002. He has been involved in the coordination team of the Action Group on Climate Change, Climate variability and natural disasters in Agriculture of the CAgM-XIII (Commission for Agricultural Meteorology) of the WMO (World Meteorological Organization) (2002-2006) and is involved in the Expert Team on extreme temperatures and drought management of the CAgM-XIV.

In the framework of the national studies done at the national cell, the involved engineers have to deal with crop models, meteorological data spatialization, use of G.I.S, impact of climate change on crops and ecosystems.
